Assistant Minister of Culture

Rakan Altouq is the Assistant Minister of Culture of the Kingdom of Saudi Arabia. He also serves as Vice Chairman of Diriyah Biennale Foundation.
One of the founding team members of the newly created Ministry, he has supported His Highness Prince Bader Al Saud, the Minister of Culture, to deliver the Kingdom’s cultural growth and transformation under Vision 2030. Importantly, he led the development of Saudi Arabia’s national cultural strategy, ensuring it aligns with the broader objectives of Vision 2030.
Born and raised in Saudi Arabia, Rakan holds a BA from Columbia University and an MBA from Columbia Business School. Before his current role, he held several key leadership positions within the Ministry of Culture, with previous roles in the financial and management consulting sectors. His experience includes cultural policymaking, international cultural diplomacy, and cultural infrastructure development.
