Currently a Senior Assistant City Attorney for the City of Tulsa, in Oklahoma, Mark Swiney was previously an instructor of  Humanities at Tulsa Community College.

Mark’s legal responsibilities for the City included matters related to the Thomas Gilcrease Institute of American History and Art, which presents hundreds of Indigenous cultures from across North and South America, with material culture and archaeology ranging from 12,000 BCE to the 21st century.  In this sector, his research focused on the legal aspects that impact the museum, including the Native American Graves Protection and Repatriation Act (NAGPRA).
